It usually is an hourly fee. Most tattooists will charge a minimum fee. Mine charges $50/hr, but the minimum fee is $70. A small tattoo could take a while if it's highly detailed. When you choose your artist, they will give you a quote on the work and make sure cost is agreed on. You're not going to get surprised when you hit the register. Also, it's polite and only fair to tip. Not required, but needles, transfer sheets, ink all cost money. Some artists also pay rent to the shop, so kicking them something extra is always nice.
Remember good tattoos aren't cheap & cheap tattoos aren't good. Especially if you're honoring an important person in your life. :)

How to shift Temporary tattoo from sheet on to a paper rather than skin?

I have this temporary tattoo sheet, but i want to paste (apply) tattoo on paper instead of skin. Is there any way to do so?

Answer
I have done this a few times. You will need a thick cotton paper that can handle getting wet. Watercolor paper works well as does paper made for printmaking (etching paper, not rice/mulberry paper) . Apply the tattoo to the paper where you want it. Use a paintbrush or sponge to wet the paper backing on the tattoo. Once it is soaked thought, slide the backing away. While the paper you transferred the tattoo to is till wet you can use the brush to smooth out any wrinkles or edges that are not flat.
