i have this butterfly tattoo on my should that i hate and i want to get it covered up and i was just wondering what kind of requirments there are for a tattoo to cover it up heres a pic

The first thing I would recommend is a quality tattoo artist (that's not a shot at the one who did the butterfly, just a statement concerning the type of work you want to get done). Every artist has different skills and specialities, so make it a point to talk to him/her for a bit when deciding on what to place over the previous tattoo.
The artist will be able to give you some more specific suggestions, but the main thing you want to do with a cover up is either:
A) lose the old tattoo in the details of the new one. For example, a small tattoo can be 'hidden' in the detail work of an eagle's feathers.
B) mask the old tattoo completely. A lot of people get big tribal pieces to do this...myself included.
Another thing to consider is working with the artist, to find a way to modify the existing tattoo (you could add background, do some detail work, add another piece to change the symbolism/meaning of the piece you have...many different approaches with this mentality).
It was always my experience that you have more choices when trying to modify an existing piece, than you do covering one up. Hope this helps...

Is a Tribal Butterfly Tattoo a good tattoo?

I have 2 butterfly tattoos already...a rebel flag butterfly on my shoulder and a simple one on my ankle...is a BIG tribal butterfly on my lower back a good choice or is it dumb?

"tribal" anything is overdone, meaningless and well...lame.
no one should get tribal unless they are getting true tribal/neo-tribal work which would link them to a real tribe or culture.
also a "tribal" butterfly is the epitome of tramp stamps. i hate the term tramp stamps because not all tattoos should be labeled as such, nor all girls labeled as tramps. BUT, if you ever want to know how that term came to be... ...well see how common tribal butterfly on the lower back is.
