What are the politics behind aztec tattoos?

I heard that you have to earn them to get them tatted like prison wise especially when it has feathers or something like that...

There were many reasons for Aztecs to use tattoos:

1It was a sign of their gods and religious thoughts.

2In Aztec aristocracy everyone used a tattoo according to the level. For example, the Huey Tlahtoani (Aztec King) used one on his hole back called "Xochiquetzalpapalotl", flower-beauty butterfly, a kind of mixture between a butterfly and a flower.

3In the army, according to the range.

You can see some of this tattoos at the Anthropology and History National Museum of Mexico City, at the Mexica hall.
